About Us
Centre for Education and Communication (CEC), is a Delhi based organisation, founded in 1982, by a group of people who strove for alternate ways of organising workers both in the organised and the unorganised sectors. Since its inception, CEC has actively supported organisations and people movements, working on rights based approach.
In 1994, the organisation sharpened its focus on labour-based issues and since then has been functioning as a resource centre for labour. It has grown to be a centre for workers' education and participatory labour research. While learning from labour movements, it actively contributes to widening their horizon. CEC critically observes the economy's integration into the global scenario and the consequent changes in the employment structure and nature.
As a research and publications institute, CEC does not directly implement programmes at the community level but works in partnership with trade unions, labour support organisations and people's movements across the country.
Vision and ObjectivesThe vision of the organisation is to uphold and enhance the dignity of labour. Its main objectives are to contribute through its various activities towards the enhancement of dignity of labour, to evolve appropriate strategies at national and international levels in collaboration with other trade and labour unions, organisations and people movements. These objectives are realised through action research projects, participatory fact-finding studies and journalistic investigations, with due follow up actions. Capacity building programmes such as workshops and training programmes for the stakeholders on various subjects are held in various places across the country.
Management & Governance
Keeping in view the vision of the organization CEC has put in place certain processes and systems by which the organisation is directed and administered. The members of the CEC society, the management and the Governing Board (GB) are involved in the governance of the organisation at various levels. Besides these internal governance systems, CEC also involves other partners, collaborators and associates, including the community, workers, trade unions, NGOs, etc. in the governance process. The organisational governance policy ensures transparency in all dealings and monitors the compliance of its accountability to the staff, the society, national and international partners and the government. The GB and the Executive Management take the major burden of the governance of the organization.
A Management Committee consisting of Project Managers, Programme Managers and the Executive Director is constituted to monitor executive functions. Programme Managers and Project Managers are given autonomous responsibilities and they could operate as a peer group.
CEC has been in the process of an organisational restructuring since November 2006, which was implemented with effect from 1st July 2007. This restructuring is in continuation to the changes in structure brought about in October 2002 and in the light of learning that we had since October 2002. The restructuring is also based on the perspective and emphasis in programme CEC intends to take for the next triennium, which was crystallised in a strategic planning meeting of the Governing Board of CEC held in August 2006. The Strategic planning meeting considered the external environment and suggestions from a series of meetings with the working team in CEC.
