The main objective of this Department is to understand labour from a wholistic perspective rather than in a purely economistic perspective. Labour, in an informal sector situation, cannot be seen only from production relations and also only as an inanimate 'factor of production'. The department will engage labour from the perspectives of gender, caste, ethnicity and livelihood rights. Consequently, it will employ a broader perspective of the concept of labour rights as explained earlier to articulate the rights of workers. It will have within its fold programmes on food security, bonded labour, child labour, external and distress internal migration, contract labour, social security, occupational safety and health, HIV/AIDS as applicable to the world of work, and relief and rehabilitation in situations of disasters in CEC's areas of work.
