In India, SEZs are declared as public utility services, which means that the workers have no right to strike and the unionalisation becomes almost practically impossible. At the same time the outside trade unions are prohibited in the SEZ enclaves. This leaves a chance for the employer to exploit workers as much as possible. In this condition most of the labour laws become inactive.

Women constitute a significant proportion of workforce in the SEZs. Most of women are employed in low paying jobs that are unskilled or the low-skilled ones. They are contract or casual workers and did not get their legal benefits.

Thus, SEZ & Labour programme intends to present a thorough analysis of different aspects of this new industrial relations regime in the SEZs. It also intends to make a comparative study of the industrial relations regime appearing in the EPZs/SEZs of different third world countries and proposes new possible strategies for unionisation and struggle in the new situations on the basis of synthesis of experiences. Under this programme, CEC will also make efforts to find out ways and means to promote dialogue and cooperation between labour organisations of different SEZ countries.
