Job Title: Finance and Accounts Manager

Tenure of Employment: The appointment will be made on a fixed term contract for one year, renewable for subsequent years based on annual performance evaluation.

Duty Location: To be positioned in Delhi, but manage accounts of different field locations of the organisation and provide support to CEC field staff and partner organisations.

Reports to: Executive Director, Centre for Education and Communication (CEC)

Direct Report: 1-3

Responsible for: Coordination and management of the Financial Management system within the organisation, while ensuring financial administration with liquidity management and integrity of the general ledger to deliver timely, accurate and complete financial reports,  compliance with all regulatory and legal requirements, and ensure adequate resource acquisition for the activities of the organisation in conjunction with the Executive Director and Governing Body.

The Finance and Accounts Manager will be also be responsible for managing, supervising and coordinating overall management of project finances in consultation with Project Manager/s towards achieving the project objectives.

The position will also be responsible for leading the Finance and accounts team and consultants, supervise them and provide support and guidance for effective financial management of the organisation and of the projects.

Key Responsibilities

Individually as well as in collaboration with the finance team, the Finance & Accounts Manager will be responsible for:

  • Documenting financial transactions by entering account information;
  • Preparing Organisational and Project Budgets
  • Preparing asset, liability, and capital account entries by compiling and analysing account information
  • Providing and interpreting financial information;
  • Maintaining accounting controls by preparing and recommending policies and procedures;
  • Guiding accounting team by coordinating activities and answering questions;
  • Reconciling financial discrepancies by collecting and analysing account information;
  • Securing financial information by completing data base backups;
  • Maintaining financial security by following internal controls;
  • Preparing payments by verifying documentation, and requesting disbursements;
  • Monitoring and interpreting cash flows and predicting future trends;
  • Analysing change and advising accordingly;
  • Formulating strategic and long-term organisational plans;
  • Researching and reporting on factors influencing organisational performance;
  • Analysing trends in NGO financing;
  • Advising the Executive Director and the Governing Body on financial, managerial, staffing and service delivery issues;
  • Reporting to the Executive Director and the Governing Body on progress against agreed objectives;
  • Preparing and draft the organisation’s Annual Financial Report;
  • Preparing timely Financial Reports for different projects as per the requirement of the donor including European Union.
  • Advising the Executive Director and the Governing Body on compliance with all relevant legislation, e.g. FCRA, Income Tax, Labour Laws etc;
  • Developing financial management mechanisms as per rule of law;
  • Conducting reviews and evaluations for cost-reduction opportunities;
  • Managing organisation's financial accounting, monitoring and reporting systems;
  • Liaising with auditors to ensure quarterly and annual monitoring is carried out;
  • Developing external relationships with appropriate contacts e.g. auditors, lawyers, bankers and statutory organisations such as the Income Tax office, LIC, Reserve Bank of India;
  • Producing accurate financial reports to specific deadlines;
  • Managing budgets;
  • Contributing to team effort by accomplishing related results as needed;
  • Keeping abreast of changes in financial regulations and legislation.
  • Liaise with Project Manager, Project Director, Country Management Team and the project staff to maintain effective communication between both.
  • Maintain a proper accounting system for the project at the field level and assist field level staff in proper record keeping.
  • Take regular updates about all day to day administrative activities. 

The responsibilities given are not exhaustive. The Finance and Accounts Manager is also expected to listen to and implement instructions from the Executive Director and the Governing Board on financial matters of the organisation.

Required Skills and experience:

 Educational Qualifications & Functional / Technical Skills

  • Masters in Commerce/ Business Administration with specialization in Finance / Cost Accountant with minimum four years of post-qualification Accounting and Finance experience.
  • Experience of Non-profit Finance
  • Experience to do financial Reporting as per donor requirement
  • Experience of Reconciliations, Budgets and Reporting
  • Experience of compliances related to FCRA & Income Tax Rules, PF, Gratuity as well as other statutory compliances.
  • Ability to coordinate transfer of funds to partner organisations and other stakeholders as may be advised.

Relevant Experience

  • Managerial experience and understanding of organizational issues and team dynamics.
